The three organizations are pointing to failed priorities: far from investing in drinking water and sanitation, the dominant powers have prioritized military spending, to the point of spending 2,900 billion dollars in 2025 according to SIPRI (Stockholm International Peace Research Institute)\u2014with the United States, China, and Russia leading the way. In Europe, under pressure from the mining lobby, the European Commission has opened the door to deregulation of the Water Framework Directive, which has protected the continent\u2019s water quality for 25 years. Climate denial and inaction are also exacerbating droughts and water shortages around the world, fueling water-related conflicts.<\/span><\/span><\/span><\/p>\n During this critical period of heat waves that are severely affecting Western Europe, we condemn the lack of public policies essential for replenishing groundwater reserves, the depletion of which threatens water availability for agriculture, households, and public authorities alike.<\/span><\/span><\/span><\/p>\n The resource itself is also becoming increasingly financialized: since its listing on the Chicago Stock Exchange in 2020, water has been attracting financial markets eager to profit from its growing scarcity.<\/span><\/span><\/span><\/p>\n This is a direct breach of the commitment made by the international community on July 28, 2010. On that day, after more than fifteen years of debate and under pressure from social movements, the UN General Assembly adopted, at Bolivia\u2019s initiative, a resolution recognizing that \u201cthe right to safe and quality drinking water and sanitation is a human right, indispensable for the full enjoyment of the right to life \u201d\u2014passed by 122 countries, with 41 abstentions.
